What is the single program that can convert the movie from Asian regions to region 1 (USA region)?

I backed up with DVD Shrink 3.2 and burn with Nero but it doesn't work. Burn với NTSC là như thế nào? Tôi nghỉ là process is more complicated than this.

DVD-Decrypter doesn't work. I could rip it to hardrive but it can't play after I burn it out. Maybe I need to convert from PAL to NTSC. But how?

Any help would be appreciated.
