It seems like U bought the car from a low rider.
It depends on what brand of strut/spring/coil he put in, sometimes he might have it cut somewhere.
The best advice I can give U is take the car to a mechanic and have him check it out.

No boy, don't raise it. Stay cool man.
The ex-owner spent about $500 to lower it and now you want to raise it back to stock condition ? Don't do it unless you feel it bothers you a lot. Just so you know why people lower their car:
1) Cool looking.
2) Reduce air restriction (not a whole lot)
3) More balance while driving especially when you turn.
*** Disadvantage: will easily scrape your bumper when you get out/in of a gas station where there is a high curb.

Add-on disadvantages:
1) it can mess up your suspension bad if it was not done professionally in first place.
2) Chở ghệ coi chừng bị ghệ than ngồi hổng êm :)
