Before you file a complaint, make sure you know you defined YOUR PROPERTY well because sometimes, parking on the street ...... isn't consider as your property.

What I would do (as a good neighbor) is go over to his house and say:
"Hey buddy, your car is leaking oil pretty bad, U may want to have a mechanic check it out and fix it before it costs U a new engine."
If he says, "I know but the mechanic told me that it would cost me $500 to fix it and I ain't got the dope yet"
U then say, "I feel U my man, but can U do me a big favor? Please park it to your side b/c it makes my house look bad. I try to impress some girl and she would think that my car is leaking oil and it would not be safe for me to take her out. U know what I'm sayin?"

If he does not listen to U, call the city hall,
U: I would like to report a major problem on my street
City: what is it?
U: I see a major oil leak car parking on the street. My friend works for EPA and he says that it does not make the city look good and it will do damage to the environment.
City: Ok, I will put your complaint down and may have an officer come over there and check it out.

Yeah, I think city hall it is.

believe me, I am a really good neighbor. Just because this guy is so stubborn, I think in his garage he got one more car like 1985 Nissan Maxima. This is the type of person that never got rid of anything, no matter how old and crappy it was. The car that is leaking oil so bad : The 1985 Honda Accord.

Thanks guys. Any more tips how to deal with this type of situation?

you should call the cop and they are going to tow it away.

Keep in mind that outside of the sidewalk is NOT your property anymore. It is the city property but you have to take care of it like mowing and snow removing.

Call your Home Association office, you pay annual fees for this, don't you? They will take care of it

yup, look into your property line, you probably confuse with city street ...anyway, if it's not that big deal, let it slide...otherwise, you might create tension with your neighbor...which probably is BAD :hair:

let oil leaking on street is illegal at least in California and I think some other states in the US too. The reason is all rain water is draining to the sea, You can call the city and depending on the how bad it is they will warn him and or bring him to court and you don't have to do anything and shouldn't do anything since you don't want your neighbor knows that you is the one who reported ( even if you want to you should not to)

It is environment issue. It IS illegal in every states. It's just not enforced firmly...
