I heard there is a open source(free) diagnostic software out there that support OBD II but requires a hardware interface along with it . Is there one that doesn't require hardware interface instead it reads it straight from the OBD II through the cable and to the computer?

As far as I know you need at least some hardware to communicate with OBD II so the "free" software can diagnoses the data from Engine Controller Module.

The "Computer" build in any vehicle from 1996 is read only, you can fash the computer on some models in GMC products

Either I do not understand your question or U do not know what U're asking?
The HW interface is nothing but the connector (J1962) with some PINs (16).
It is the way U can read the info from the ECU.
Bluetooth implementation would be nice but I'm sure it's still in RD state :)
