I know that this question has been answered before but I can not find a thread for it?

1) Anyway, please tell me what s/w I can use to convert cue/bin files ...

2) What can I do (to burn in VCD in NERO) if I have a mpeg file bigger than 700 MB? Let say 750 MB ... chop in half?

TIA

if you have file bin around 800MB when u burn it into cd, it will fit in, eve 850MB. So if people make bin file, it will fit in 80min cd for sure, but not sure for 74min.
CDRWin can use to burn file cue/bin directly to cd

you can use IsoBuster to open cue/bin file if you don't want to burn it. or you can use nero to burn it as an image.
