To me, the statement represents the fallacy of trying to be fluent in another language. Sometimes, a person learns a language but does not attach that language to the culture that it came from. Learning the verbal part of language does no good in understanding the culture it came from; it would be as though you wanted the impersonate someone from that culture when you really don't know anything about the culture itself.

On a more practical basis, much of learning a language deals with learning the nuances of the culture that speakes it. For example, when learning a language, you can learn every word possible, but without knowing which words to use, you could really offend someone.

The moral of the statement could be (its really a different opinion from person to person) that being fluent in a language does make a person fully "fluent" in the culture that the language ties to; instead, he/she could just be a "wanna-be" member of that culture (hence the "fool") and be ignorant.
