want JDM and light weight wheels, get Volk Racing, Gram Lights, or 5Zigen, this all make in Japan and the price is very expensive compare to dosmetic wheel like Racing Hart, Tenzo R, or Konig, and another cheap wheels is Primax
For 1999 Civic EX go with 17x7.0 wheel and tire around 215/45R17 through 215/35R17 or 205/45R17 through 205/35R17
If you want little bit bigger the max Civic go without hit fender or other things, get 18x7.5 and tire is 215/35R18 is the best

18 is way too big for Civic in my opinion, and it would slow your car down like 1 seconds times. Also, when U had rims on and not lowering it, man it look tacky. But when U are lower it down then when U turn a hard corner it will rubbed. So I think 17 is perfect for Civic.
