eibach pro kit or H&R?
which has a smoother ride?
or is there anything better for under 2 bills?

Eibach is good but the price is not going under 2 bills,

try Neuspeed, Tannabe (import), Suspension Techniques, Skunk 2, and this another good brand Tein-Sport springs (import),or some other like TOUCAN INDUSTRIES, and B+G suspension.
